Each module adds its own discovery, design, development and testing. A system with 3 simple modules can cost half as much as one with 8 complex modules, even if they 'look the same' on the surface.

A system for 5 internal users is simpler than one with a public portal for hundreds of external clients, because of role, permission and session management.
